Rotterdams Weerwoord, a programme of the city of Rotterdam, set four design bureaus a challenge: devise and design a future scenario for Rotterdam, taking into account what the city can expect when it comes to climate change, and knowing that the weather is becoming more extreme and sea levels are set to rise.
